Canada's language sector recorded a 13% student enrolment decline and a 19% fall in student weeks in 2025 — a second consecutive year of sharp contraction after a 15% drop in 2024 — driven by study permit caps and a permit approval rate that fell to 36%, according to Languages Canada's annual survey of 160 member programs (14 August). Fewer than 82,000 students completed approximately 799,000 student weeks; economic contribution held at CA$1.03 billion. Executive Director Gonzalo Peralta: "The sector is now in a state of crisis...it is the policy environment that most decisively undermined the sector's stability and growth." Canada's dual study permit requirement "practically destroyed" pathway programs; top source markets are Japan (nearly 12,000 students), Brazil, South Korea, and Mexico. The trajectory is a direct comparator for Australia's own ELICOS sector, which was already 20% below its long-run peak as of July 2026 and now faces the $2,050 visa fee tier and the ASQA registration pause on new entrants. Education New Zealand reports application volumes at Victoria University roughly five times higher than two years ago, but Immigration New Zealand conversion rates have fallen from approximately 50% to 15–20%; 77% of New Zealanders support international education at current or higher levels (14 August). Otago Polytechnic's Dani Mao noted that prospective students increasingly request employment placement data and internship timelines that institutions "don't actually capture well enough," with the sector now prioritising graduate outcome measurement as the strategic response.
