The 2026 MYEFO budget write-down reduced CGS expenditure by $645.5 million to $7.7 billion; Norton identifies only approximately 28,700 discretionary CSPs for ATEC to work with in 2027 — about 15,000 from Job-ready Graduates policy reallocation and roughly 13,700 from automatic cuts to under-enrolled universities whose 2028 allocation will be capped at the lower of their 2027 domestic profile or their 2026 actuals. Against Clare's announced 16,000 new places per year from 2027–2029 (rising to 19,000 from 2030), Norton concludes: "The government is setting itself a double challenge — not just delivering more domestic student places but simultaneously reducing 'over-enrolments.'" The central contradiction: the government cannot simultaneously phase out the approximately 60,000 current over-enrolled places, grow total enrolment toward the 80% tertiary attainment target, and avoid new taxpayer spending — yet no new CGS appropriation has been secured from Cabinet.
