Clare tables Universities Accord (Opening the Doors of Opportunity) Bill 2026, providing $3.6 billion and 230,000 additional commencing students over the decade (25 June). The Albanese Government introduced its seventh Universities Accord legislation, formally legislating the Managed Growth Funding System and a new needs-based funding framework. The bill provides 16,000 new fully funded Commonwealth Supported Places annually from 2027 to 2029, rising to 19,000 from 2030, with 230,000 additional commencing students projected over the decade. Needs-based funding is set at $1,535 per student (equity) and $1,398 (regional) — both indexed annually and approximately double the former HEPPP rates — directed to tutoring, mentoring, scholarships, and emergency financial assistance. ATEC gains statutory power to allocate international student numbers within government-set National Planning Levels. A temporary funding floor protects under-enrolled universities through 2031; over-enrolled institutions retain student contribution revenue above their allocation caps. Clare: "Talent is everywhere. Universities Australia extends conditional welcome, flagging need for safeguards on institutional autonomy and resourcing (25 June). CEO Luke Sheehy: "Australia needs more university-educated workers, not fewer," welcoming the bill in principle while calling for careful parliamentary scrutiny of provisions on institutional independence, quality assurance, and resource adequacy.
