Domestic postgraduate coursework enrolments are declining as a share of the bachelor-degree holding population, while medicine postgraduate enrolments more than doubled. The Department of Education has published the first 2027 HELP funding cluster allocations and indexed rates.

  • Norton: domestic postgraduate coursework shrinking as share of its natural market, medicine enrolments doubled (23 June). Andrew Norton finds that despite headcount recovery from a mid-2010s plateau, domestic postgraduate coursework enrolments are declining as a share of the bachelor-degree holding population — the natural demand base for the sector. Health, social work, and IT drove most growth over the past decade; medicine postgraduate enrolments more than doubled from 3,786 (2015) to 8,093 (2024). Female enrolments account for 63.6% of the total, reaching 74% in education and health fields. Fewer than 30% of students enrolled for on-campus study in 2024, with two-thirds pursuing part-time mode. The postgraduate-qualified share of the Australian workforce reached 14% in 2025, up from 10–11% in the late 2010s. Despite headcount growth, the sector is reaching a proportionally smaller share of its potential market — relevant context for ATEC's equity mandate and workforce planning under the Managed Growth Funding System. Two documents released simultaneously set out the 2027 field-of-education to funding-cluster mapping (file refs D26/3042627, D26/3051171 & D26/3051183) and the 2027 indexed resourcing rates for Commonwealth Supported Places by discipline (file refs D26/3037036 & D26/3051166). These are the first published 2027 rate-setting materials under the Managed Growth Funding System, which moves from its 2026 transition year to full commencement in January 2027.
